As we know, when a medic gets into a vehicle, his "heal" ability becomes always active - he doesn't need to withdraw a medkit or anything. I propose we remove this for two reasons:
1. We're using "bandages" which need to be fired at an injured player in order to heal them. The medic needs to target the poor man directly to patch him up - no ability radius on our bandages. It would be more in-keeping with our "bandages" if this were the case inside vehicles as well... Although I wouldn't apply it to resupply. (I might suggest it for the repair tool)
2. It would allow us to both prevent players from entering vehicles that they weren't allowed in *and* implement bleeding. At the moment, in order to kill a player in a vehicle we have to make them bleed *really* quickly - otherwise a medic's auto-heal can save them. And that means we can't very well use bleeding; our fast-bleed will kill people too quickly once they get to low health.
So doing this would allow us to implement two useful features. And of course, if players in vehicles can't heal, we can also give them a little more warning before they die from getting into a vehicle they're not allowed.
edit:: *without* doing this, we can still implement either bleeding or player killing. But not both.
